Between Water and Survival: Lake Manzala in a Phase of Transition and Testing

Stretching across the northeastern Nile Delta, Lake Manzala remains one of Egypt’s largest natural lakes, and one of its most environmentally and socially complex ecosystems. For decades, it has functioned as a key source of fish production while simultaneously reflecting the pressures of human activity, environmental degradation, and shifting state policies. In recent years, the lake has entered a new phase, following a state-led development project launched in 2017 aimed at restoring ecological balance and boosting productivity.
According to former lake manager Magdy Zaher, conditions before the intervention had reached a critical stage. Zaher explains that dense reeds and aquatic vegetation had spread widely, while encroachments significantly restricted water movement inside the lake. The result was a sharp decline in water quality and fish output. Zaher estimates the scale of these encroachments at 262 cases in Damietta, around 1,422 in Dakahlia, and nearly 890 in Port Said, figures that underscore the intensity of pressure on the ecosystem before rehabilitation began.

Zaher noted that with the launch of development works, large-scale dredging operations were carried out, alongside the removal of violations and the reopening of water channels. The lake was reconnected to the Mediterranean Sea through outlets such as El-Gamil 1 and 2, restoring tidal flow and improving water circulation. Zaher adds that water depth increased in many areas that had previously become extremely shallow, contributing to gradual improvements in water quality and partial ecological recovery.
Zaher also highlighted noticeable changes in biodiversity following these interventions. Marine species such as seabass, sea bream, and blue crab have begun to reappear, while traditional species like shrimp and mullet, long tied to the lake’s seasonal cycles, have shown signs of recovery. According to Zaher, these indicators suggest that the ecosystem is regaining part of its productive capacity, though it has yet to reach full stability.
For fishermen like Mohamed El-Soliman, however, these environmental gains have not translated into improved livelihoods. “The lake improved, but the fisherman did not,” El-Soliman says. He explains that rising costs, particularly for fuel and fishing equipment, continue to weigh heavily, while dependence on intermediaries who control market prices reduces fishermen’s actual income.
El-Soliman also pointed to growing concerns over access to the lake. He says that fishing areas have effectively shrunk, due both to the removal of long-standing encroachments and to the expansion of fish farms and newly leased zones under development schemes. According to El-Soliman, this redistribution has reshaped who can fish, where, and under what conditions. He adds that illegal practices such as electric fishing and trawling persist, threatening fish stocks and undermining the lake’s natural regeneration capacity.
Some local accounts further raise concerns about the management of fish fry, pointing to weaknesses in monitoring and distribution systems that could affect long-term sustainability if not addressed. These perspectives suggest that, beyond visible environmental improvements, key regulatory challenges remain unresolved.
From an official standpoint, the development of Lake Manzala is framed as part of a broader strategy to reposition the area as a multi-purpose economic zone rather than solely a traditional fishing ground, with a focus on increasing production and improving water quality. Yet the central challenge persists, how to balance ecological restoration with economic development and social equity for those who depend on the lake.
Today, Lake Manzala stands in a state of transition, between measurable environmental recovery and ongoing socio-economic pressures. It remains neither a fully successful model nor a failed one, but an open test of whether development can truly succeed when natural systems improve while the communities around them continue to face uncertainty.
